Anthropic published a new version of its Usage Policy for Claude on October 8, 2026, taking effect November 12, 2026. The update bans sustained abusive behavior toward the models, tightens rules on weapons, surveillance and deceptive campaigns, and clarifies requirements for high-risk use cases.
Who is affected
Everyone who uses Claude — Claude.ai, Claude Code, API developers, enterprise customers, and end users of products built on Claude — falls under the new policy starting November 12, 2026.
Key changes
- A new ban on "sustained and needless" abusive or cruel behavior toward Claude models targets only extreme, repeated cases with no discernible purpose; ordinary frustration, pushback, dark creative themes, and model testing or research remain allowed. Enforcement relies mainly on Claude's existing ability to end a conversation when a user keeps abusing it.
- Scattered anti-deception rules are merged into a new section, "Do Not Engage in Deceptive Campaigns or Artificial Activity," covering both political and commercial impersonation and fake-account networks.
- The elections section is renamed "Do Not Undermine Democratic Processes." The blanket ban on personalized voter and campaign targeting is removed, as long as it doesn't involve deception or misuse of voters' personal data.
- Weapons restrictions are clarified to explicitly cover software and components that make weapons work, including arming drones or other autonomous vehicles.
- Surveillance and law-enforcement language is rewritten: tracking people without consent is prohibited whether real-time or based on previously collected data, and Claude cannot be used to decide who to investigate, arrest, or charge. Agreed-upon tracking such as fraud monitoring, moderation, journalism, and legal research remain allowed.
- High-risk consumer-facing use cases involving health, legal, financial or livelihood decisions must keep a qualified human in the loop and disclose AI use to affected individuals.
- New requirements apply when Claude is connected to hardware capable of autonomous physical action: a qualified operator must be able to observe and stop the equipment, which must also fail safely if disconnected from Claude.
What users should do
Casual or typical Claude users don't need to do anything. Anyone using Claude for political content, surveillance, autonomous hardware, or high-stakes health, legal, or financial decisions should review the full Usage Policy before November 12, 2026.
