Anthropic opens a Singapore office and signs an AI safety MOU with the Government of Singapore

On October 14, 2026, Anthropic, the company behind Claude, opened an office in Singapore, its fifth in the Asia-Pacific region, and signed a memorandum of understanding (MOU) with the Government of Singapore on AI safety and responsible adoption.

What the MOU covers

The MOU was signed by Chng Kai Fong, Permanent Secretary of Singapore's Ministry of Digital Development and Information (MDDI), and Anthropic co-founder Ben Mann, witnessed by Minister Josephine Teo. The two sides will work on three areas:

• AI safety, security and model evaluation, including technical exchanges on testing standards and incident response;
• research on AI adoption and its impact, drawing on data from the Anthropic Economic Index;
• responsible adoption across the public and private sectors, including helping small and medium businesses use AI and building AI skills among public officers.

Who uses Claude in the region

According to Anthropic, Singapore ranks second of 121 countries in Claude.ai usage relative to population. Organizations it names include:

• GovTech Singapore: more than 1,500 engineers and technical staff have adopted Claude Code.
• Grab: its BriX sales assistant saves about 40,000 hours every quarter.
• Sea: Shopee's customer service chatbot runs on Claude, and thousands of employees write and debug code with it.
• DBS: uses Claude for software development and day-to-day productivity.
• GIC: is rolling out Claude across its investment and corporate services teams.

What it means for users elsewhere

The announcement does not mention other countries in the region and says nothing about changes to Claude plans, pricing or features. The Singapore office sits within Anthropic's ASEAN team, led by General Manager of ASEAN Dale Finlay.
